Teacher Bullying Students Law

Why do people treat bullying in schools as normal and what are effective ways to make changes?
People have sayings like it’s just “kids being kids” or “boys being boys” or that everybody goes though bullying.
Parents, teachers, the respective authorities, and even non-parents who don’t have a direct interest as well, they seem to think it’s ok because they’re going to elementary or high school and are younger.
-and yet it’s considered a shock when there’s school shooting, children or teens getting killed by bullies, or student coming out of high school being antisocial and shy.
Religion isn’t allowed to be taught in public schools in America because children are impressionable at young ages, and this law goes as far as into college. What kind of impression do the authorities put on students when they allow this kind of social hostility?
Do laws have to be passed, and what can the average parent, parent-to-be, or student do to get something done?
At my school, there’s is a big bullying problem. Sadly, nobody seems to do anything about it either. I feel like we all need to somehow learn to be comfortable with ourselves, because that’s why people bully each other. They are either going through their own problems and don’t know how to deal with them, they want to seem cool to their other friends, or they want bring other down to build themselves up. I wish I could come up with specific things to do to prevent bullying, but it’s awfully difficult.
